Lump-sum Withdrawal Payments (脱退一時金 = dattai ichiji-kin) are paid in principle to people withdraw from the National Pension, the Employees’ Pension Insurance, or in a few cases Kyosai Kumiai (also known as the Mutual Aid Association) and file a claim within two years of leaving Japan.

However, there are 4 conditions that need to be met.

1) Applicants are not in possession of Japanese citizenship.
2) Applicants have directly paid National Pension Insurance contributions as an insured person for a total of six months or more (including months in contribution payment period and periods corresponding to half months in the 50 percent contribution exemption period), or have paid Employees’ Pension Insurance contributions for six months or more.
3) Applicants should not have a place of residence in Japan (only those individuals who had a proper visa on or after November 9, 1994 and then left Japan).
4) Applicants have not qualified for receipt of pension benefits before (including Disability Allowance).
 

Amount of lump-sum refund: Your refund will vary according to the length of time you paid your pension premiums. For example, if you paid the premiums for 24 months, you will receive a repayment of 159,600yen. The Lump-sum Withdrawal Payment for the National Pension is not subject to  income tax deductions, however a 20% income tax is imposed on the Payment for Employees’ Pension Insurance (company health insurance).
 

How to apply: You can obtain an application form for a lump-sum repayment following withdrawal from the pension program at the Health Insurance and Pension Division of your local ward office.

Along with the completed application form the following information and articles need to be submitted:

 

basic pension number

insurance registration number

national pension registration number

pension handbook

name of the bank (and branch) you wish to have your money sent to - the bank account must be in your name

a copy of your passport and the dates showing when you left Japan
