Converting a foreign driver's license to a Japanese license (外国免許から国内免許への切換え)



Drivers seeking to transfer a foreign driver's license to a Japanese license in Aichi Prefecture must meet the following conditions.

・The driver must have resided in the country in which the foreign license was issued for at least three months after the license was issued.

・The foreign license must be valid in the country of issue.

・The driver must currently have a registered address within Aichi Prefecture.

※The procedure must be completed in person.

◆Procedure times

There are two locations in Aichi Prefecture where you can apply to transfer a foreign license to a Japanese one; please note that times differ.

①Driver's License Testing Center

・Examination application: Mon. to Fri. (except national holidays) 8:45 - 12:00

・Knowledge test: Mon. to Fri. (except national holidays) 10:30, 13:30

・Practical test day and time: Examinee will be notified upon successful completion of the knowledge test.

②Higashi Mikawa Driver's License Center

・Examination application: Mon., Tue., Thu. (except national holidays) 9:30 - 11:30

・Knowledge test: Mon., Tue., Thu. (except national holidays) 9:30 - 11:00

・Practical test day and time: Examinee will be notified upon successful completion of the knowledge test.

※If you are unable to speak or understand Japanese, please have someone who can interpret for you accompany you. ※Applications are not accepted on Sat., Sun. national holidays or 29 Dec. to 3 Jan. ※If your document inspection is not completed by 13:30 (Driver's License Testing Center) / 12:00 (Higashi Mikawa Driver's License Center), you will not be able to apply to take the examination on that day.

◆Document inspection and knowledge test
Procedure for document inspection and knowledge test

Document inspection → Purchase of revenue stamp → Test registration → Aptitude test → Knowledge test → Notification of date and time of practical test (successful examinees)

Required documents

□Valid foreign-issued license

□Japanese translation of the foreign-issued license. A translation issued by the following is acceptable:

・A government agency or embassy / consulate of the foreign country where the license was issued

・A corporation designated by the National Public Safety Commission; in Aichi Prefecture: the Japan Automobile Federation, Nagoya-shi Shōwa-ku Fukue 3-7-56 (名古屋市昭和区福江3-7-56), phone: 052-872-3685 See for more information.

□Passport (and expired passports showing the dates of exit and entry)

□Residence Card (在留カード)

□Residence Certificate (住民票), with your nationality (or legal domicile [本籍 / honseki]), but without your Individual Number

□1 photograph, taken within the last 6 months, without headwear, facing the camera, no background (3cm x 2.4cm)

□Any current or expired Japanese licenses

□Other documents may be required depending on nationality / country of issue. Contact the License Center to check if you need to submit any other documents.

◆Practical test
Procedure for practical test

Test registration → Practical test → Notification of result → Issue of license (successful examinees)

□Valid foreign-issued license

□Residence Card (在留カード)

□Test registration card

□Driver's license application form or notification of driver's license examination result

□Test vehicle usage fee ticket

Items to bring

□Black ballpoint pen

□Glasses, etc. if required

□2-wheeled vehicle license examinees should have a helmet, gloves, boots, long-sleeved shirt and long pants
