- Persons maintaining the livelihood of households which have been issued multiple extensions for a Financial Assistance for Unemployed Persons (総合支援資金) loan, and the loan has now ended, or is scheduled to end in August.
- Persons maintaining the livelihood of households whose application for a further extension of a Financial Assistance for Unemployed Persons loan was not accepted.
*Individuals who have received an extension of a Financial Assistance for Unemployed Persons loan up to July 2021 will receive a notification from the City of Nagoya Independence Support Benefit Center in July; those receiving an extension up to August 2021 will receive a notification in August.
Conditions for receiving the Independence Support Benefit for People in Need
Eligibility is limited to those meeting requirements ① to ③ below.
① The applicant is responsible for maintaining the livelihood of their household
② The total amount of income of the applicant, and those residing at the same address, for the month in which the application is submitted must be less than the standard income amount. In addition, the total amount of their savings must be less than the standard asset amount.
③ Neither the applicant nor any person residing at the same address should be receiving benefits related to national employment programs (e.g. benefits for those enrolled in job training), or similar benefits provided by local governments, etc.
*You can apply for the Independence Support Benefit for People in Need if you have applied for Livelihood Protection (seikatsu hogo / 生活保護) and have yet to learn the result of your application. However, you cannot receive both the Independence Support for People in Need benefit and Livelihood Protection at the same time.
Independence Support Benefit for People in Need amount
Amount (in principle, provided for 3 months)
1-person household - 60,000 Yen per month
2-person household - 80,000 Yen per month
3- or more person household - 100,000 Yen per month

③ Copy of the Residence Register (jūminhyō / 住民票) for each member of your household (i.e., everyone living at your address)
④ Financial Assistance for Unemployed Persons Loan Agreement (customer copy) or Loan Application Acceptance Notification
⑤ Copy of bank books of each person living at your address
Pages to be copied:
・Pages showing account number, account holder's name, and account balance
・Pages of applicant's bank book showing transfer of Financial Assistance for Unemployed Persons loan to that account
⑥ Documents showing the state of income (wages, pension, unemployment allowance or other public assistance, etc.)
・Copies of wage payment slips, pension certificate, certificate of qualification for employment insurance, etc.
・If you do not have any wage payment slips, please provide a copy of the pages of your bank book showing the state of deposits to your account.
*If the account is an online account, you can submit images of the transaction screen showing the relevant information with your application.
⑦ A copy of your job seeker card (Hello Work card) issued by the public employment security office
*Households receiving the Housing Security Benefit can apply using only documents ① and ②.
