Emergency Financial Loans(新型コロナウイルス感染症特例貸付)

Special loans (特例貸付) will be provided for households facing hardships due to workplace and school closures, and unemployment caused by COVID-19


Period: 25 March 2020 to end of November 2021

① Emergency loans For furloughed persons
(緊急小口資金特例貸付(新型コロナウイルス感染症特例貸付))

A small loan will be provided for those in temporarily urgent circumstances and are experiencing severe difficulty in providing for everyday necessities.

■Eligibility:

Valid residency in Japan (excluding short-stay visas [短期滞在 / tankitaizai])
Households affected by COVID-19 whose income has decreased due to being furloughed and, as a result, require temporary emergency financial assistance.
*You need not currently be on leave to qualify, provided that your income has decreased due to the influence of COVID-19.

■Number of payments and amount:

One payment of up to 100,000 yen.
*Households meeting the following conditions may be eligible to receive up to 200,000 yen.

a. A member of your household has contracted COVID-19
b. A member of your household requires nursing
c. There are at least 4 members of your household
d. A member of your household is a worker who is required to take care of a child following closures of schools, etc., as part of measures to prevent the spread of COVID-19
e. A member of your household is a worker who is required to take care of a child unable to attend elementary school, etc., due to cold-like symptoms and possible COVID-19 infection
f. A member of your household is a sole proprietor, etc., whose income has decreased, resulting in insufficient funds for living expenses
g. Situations other than a. to f., where being furloughed has led to a decrease in income, requiring a loan to assist with living expenses.

■Deferment Period: Up to one (1) year

*Loans due to be repaid before the end of March 2022 can be extended until the end of March 2022.

■Repayment Period: 2 years
■Interest: 0%
■Guarantor: Not required
■Disbursement Date: Approximately one week after approval.

【Required documents for applying】

*Consult the office of the Municipal Social Welfare Council in your ward if you are unable to prepare certain items.

(1) Resident registration (Jūminhyō) for all household members, issued within the last 3 months
(2) Bankbook or cash card
(3) Proof of ID (any of the following: driver's license, health insurance card, Individual Number ["My Number"] card, passport)
(4) Residence Card or Special Permanent Resident Certificate (foreign nationals)
(5) Proof that your income decreased because of COVID-19 (paystubs, etc.)
(6) Seal (inkan)
(7) Seal registration certificate (inkan shōmeisho)

■How to Apply:

Download, print and complete the application documents, attach any other required documents, and send them by post to your ward's Municipal Social Welfare Council (Shakai Fukushi Kyōgikai / 社会福祉協議会).

② Financial assistance for unemployed persons
(総合支援資金特例貸付(新型コロナウイルス感染症特例貸付))

A loan will be provided to assist with necessary living expenses until your life becomes more financially stable.

■Eligibility:

Valid residency in Japan (excluding short-stay visas [短期滞在 / tankitaizai]).
Households affected by COVID19 who are experiencing hardship in providing for basic necessities due to a decrease in income and / or due to unemployment.
*You need not currently be unemployed to qualify, provided that your income has decreased due to the influence of COVID-19.

■Maximum Loan Amount:

For household of at least 2 persons 200,000 yen per month
For single-person households 150,000 yen per month

■Disbursement Period: Up to 3 months
■Deferment Period: One year

*Loans due to be repaid before the end of March 2022 can be extended until the end of March 2022.

Repayment Period: 10 Years
■Interest: 0%
■Guarantor: Not required
■How to Apply:

Apply in person at the office of the Municipal Social Welfare Council (Shakai Fukushi Kyōgikai / 社会福祉協議会) in your ward.
