Pre- and Post-Childbirth Help Program (産前・産後ヘルプ事業)

A helper can be sent to provide assistance with housework (e.g. cooking, laundry, and cleaning) and feeding and other nursing matters when you are unwell during pregnancy or immediately after giving birth and experiencing difficulty with housework and nursing.

Who can use the service?

Residents of Nagoya City who are pregnant or have just given birth and are experiencing difficulty with housework and nursing, and who do not have anyone to help with housework and nursing during the day.


*People staying with parents before and after childbirth, or who have a partner or parent who can provide help during the day are not considered eligible.
*Even if you are living with parents, you may be considered eligible if the parents are unwell and unable to help with housework and nursing.

Using the service

Period: During pregnancy (after issuance of Maternal and Child Health Handbook / boshi kenkō techō / 母子健康手帳) and up to six months after childbirth (up to one year after childbirth in the case of multiple births)
When: Every day (except 29 Dec. to 3 Jan.), 8:00 - 18:00 (*Days and times may vary depending on the service provider)
Service limit: Up to 4 hours per day; Up to 80 hours during the eligible period (up to 100 hours in the case of multiple births).
Where service can be used: User's home
When service cannot be used:

When the user is not at home
When a person in the user's household has contracted an
infectious disease
When the user is at work

Other points to note:

Service time refers to the period from the time the helper arrives at the user's home, and until the time the helper leaves.
Please ensure that the content of the assistance you request of the helper can be reasonably completed within the allotted time.
Helpers do not provide driving services or medical services.
The user cannot request a specific helper.

Service content

Housework-related assistance (cooking, laundry, cleaning, shopping for necessities, etc.)
Nursing-related assistance (assistance with feeding, bathing, etc.)


*After childbirth, this service aims to provide assistance until you are able to recuperate. Assistance with feeding and bathing the baby is primarily assistance to the mother to feed and bathe the baby. The helper cannot take care of your baby alone.
*A helper cannot visit when the user is not at home, or hospitalized, etc

Usage fee

The hourly fee to be borne by the user will depend on whether the primary earner of the household for the applicable year (the previous year in the case of service usage between April and June) is subject to municipal tax.

A. Households subject to livelihood protection (seikatsu hogo / 生活保護), households not subject to municipal tax: 0 Yen
B. Households subject only to the municipal tax pro-capita levy (not the income levy): 125 Yen
C. Households other than those in A and B above: 805 Yen

Applications

When to apply: From 3 months to 2 weeks before you intend to use the service
Where to apply: At the Public Welfare and Children Division Public Welfare and Children Section at ward offices, or Ward Residents Welfare Division Protection and Children Section at ward branch offices
Required documents: Please submit an Application to Use Pre- and Post-Childbirth Help Program. (Application can be downloaded from City of Nagoya website link below.) Please bring your Maternal and Child Health Handbook.


*Time is required to arrange helper visits. It may not be possible to arrange a helper visit when a request is submitted at short notice.
