Q:
I'm moving to Nagoya, so I went to the city hall of the place where I'm currently living and gave notice that I'll be moving out. The staff told me that because I have a My Number Card, it's recorded on the chip in the card, so I only need to take my My Number Card and my Residence Card to the ward office when I move to Nagoya. Can I really give notice of moving in without a change of address certificate?

If you have been issued an Individual Number ('My Number' / マイナンバー) card, you can use your Individual Number Card to give notice of moving out (tenshutsu todoke / 転出届). You can also give notice of moving out by post. If you use your Individual Number Card, a change of address certificate (tenshutsu shōmeisho / 転出証明書) will not be issued. You just present your Individual Number Card (instead of the change of address certificate) to the municipal office of the city you have moved to, and give notification of moving in (tennyū todoke / 転入届). Foreign nationals must also present their Residence Card (zairyū kādo / 在留カード).
If your whole family is moving, you can use your Individual Number Card for the notification of moving out and in procedures, even if only one person in your family has an Individual Number Card. In this case, the person who visits the municipal office to give notification must be a person who has been issued the Individual Number Card.
Please note also that when giving notification of moving in using an Individual Number Card, you must give notification 'within 14 days of the date you move to the new municipality', and 'within 30 days of the date you intend to move out'. If notification cannot be given within these periods, you will not be able to use the Individual Number Card for the procedure, and you will need to have a change of address certificate issued to complete the procedure.
When using your Individual Number Card to give notification of moving in to Nagoya City, the information needs to be confirmed with the municipality from which you moved. Although certain procedures can be performed on designated Sundays at ward offices in Nagoya City, the municipal office of the place you moved from may not be open, and, as staff will not be able to confirm information, you may need to visit the ward office again to complete the procedure.
Remember also that to use your Individual Number Card to give notice of moving in, your 4-digit PIN code is required. If you don't remember the code, you won't be able to enter the code to allow access to the relevant information. In this case, you will need to request that it be reset and set up a new PIN code.
