A month ago, I moved from Nagoya City to Okinawa Prefecture. When I left Nagoya, I didn't go to the ward office to give the notification of moving out (tenshutsu todoke / 転出届), so I don't have the Certificate of Moving Out (tenshutsu shōmeisho / 転出証明書), that I need for the notification of moving in (tennyū todoke / 転入届) procedure at the municipal office in Okinawa. Is there a way to do the notification of moving out procedure for Nagoya City from Okinawa?

The notification of moving out procedure can be done by post. To do so, you will need to send the following documents to the Residents' Affairs Division (shiminka / 市民課) of the ward office (kuyakusho / 区役所) of the ward in which you lived, or to the Community & Residents' Affairs Division (kumin seikatsuka / 区民生活課) if you lived in an area administered by a ward branch office (shisho / 支所).

Example of how to complete the form
② A copy of a form of personal identification (e.g. Individual Number [My Number] card, driver's license, Residence Card, passport, etc.)
③ A stamped, self-addressed envelope for the ward office to send you the certificate
④ If you are asking another person to carry out the procedure on your behalf, you will also need to submit a Letter of Proxy (ininjō / 委任状), downloadable from the City of Nagoya website.
If you are not able to download the form, or encounter some issue with the procedure, you will need to contact the ward office directly. For a list of contact numbers for each ward office, see the City of Nagoya website.

If you have an Individual Number card, you can complete the moving out procedure using the Individual Number card. In this case, you will not be issued a Certificate of Moving Out. After your notice of moving out has been received at the ward office, you can present your Individual Number Card at the municipal office and complete your notification of moving in.
Please also note that procedures involving the use of the Individual Number card cannot be performed after 14 days from the date you move in, and after 30 days from the date you move out.
For people who have recently moved to Nagoya City from another municipality, and who did not give notification of moving out, please contact the municipal office of the place you recently moved from to confirm the relevant procedure there.
